NARRATIVE
 On this date at 1500 hours, I spoke to the complainant REDACTED (receiptionist at Pres. office) in reference to this incident. COMPLAINANT told me told me that on the listed date and time a male subject named James Avery came to see President Wagner without an appointment. COMPLAINANT told him that President Wagner was in a meeting and he could be seen by appointment only. Avery told COMPLAINANT that he had a package that he needed to drop off to President Wagner. Avery also stated that President Wagner was to help him with a personal problem and he was upset that he did not receive any calls for assistance from the president.

COMPLAINANT instructed Avery to leave the package with her and she would give it to President Wagner. COMPLAINANT told me that Avery left the package and he left the area without incident. COMPLAINANT told me that she gave the package to WITNESS. COMPLAINANT told me that at no time she felt threatened by Avery and that he did not seem agitated. COMPLAINANT described Avery as the following: white male, 30 years of age, blonde shoulder length hair, and wearing a Polo shirt and khaki pants.

While I was interviewing COMPLAINANT, WITNESS gave me the original package that Avery left. I turned the package over to Sgt. Manns for investigation.

NARRATIVE 
On 5/17/2011 at 1335 hours, I met with COMPLAINANT in reference to a stalking report. COMPLAINANT said that on 5/16/11 at 1610 hours he was asked by WITNESS, Business Manager for the President's Office, to speak to a male subject who wanted to see President Jim Wagner. Sencer said that the male subject, later identified as James Avery, told him that he wanted to see President Wagner. COMPLAINANT said he asked Avery, "What do you want from Jim Wagner?" COMPLAINANT said the subject started rambling that the president had not responded to the earlier package he left. See case number 1102003

COMPLAINANT said at that time he advised Avery that he was not going to be able to see President Wagner. COMPLAINANT said Avery gave him an envelope to give to President Wagner. He escorted Avery down the stairs and out of the building. COMPLAINANT said that he did not feel threatened by Avery, but did say Avery appeared to be confused.

Detective Meeks retrieved the paperwork that Avery left with COMPLAINANT for investigation.

NARRATIVE 
COMPLAINANT reported that James Avery entered her office on the third floor of the Church School Building on 08.08.2011 at approximately 1430 hours and remained on the premises for about an hour. She said he came again to her office at approximately 1000 hours on 08.09.2011. On both of these occasions, she said, Avery wanted to talk to a minister about helping him talk with his neighbors on Mason Mill Rd., the Garys, who are parishioners at Glenn Memorial Church and who have barred Avery from their property. COMPLAINANT said she found his sudden appearances in her office to be frightening, and because of his incoherent presentation and speech impediment she found Avery difficult to communicate with. She told me that one of the church's younger ministers, WITNESS, spoke with Avery on 08.08.2011 and eventually followed Avery to his parking place in the Fishburne Deck. She said today Avery left the N. Decatur Rd. entrance to the Church School Building and turned right, suggesting that he may have parked in the driveway between the church and the Church School Building. I checked the deck, the streets surrounding the church, and the vicinity of the Administration Building, but did not locate Avery or his white Jeep Wrangler.

COMPLAINANT had been told that Avery had a trespass warning encompassing all Emory property. I verified (and explained to her) that at present Avery has only been warned not to return to the Administration Building or to the Lullwater Estate. I urged her to contact this agency immediately if he should return in the future. I briefed Det. Meeks about this incident.

NARRATIVE
On 10/7/14 at approximately 1515 hours, I spoke with the complainant by phone in reference to suspicious activity. COMPLAINANT informed me that subject James Avery has been showing up at the Glenn Church requesting a meeting with the staff pastors.

COMPLAINANT stated that Mr. Avery showed up at Glenn Church on 9/24/14 and spoke with WITNESS 1 to request a meeting with the staff pastors. COMPLAINANT said that Mr. Avery showed up a second time on 10/6/14 at approximately 1530 hours and spoke with her requesting to meet with staff pastors. COMPLAINANT informed me that Mr. Avery was not confrontational during either incident. COMPLAINANT told me that during both incidents, Mr. Avery showed them emails that he has sent to WITNESS 2 and WITNESS 3 requesting a meeting with them.

COMPLAINANT said that Mr. Avery has been requesting meetings with WITNESS 3 and WITNESS 2 because he wants to discuss “religion” with them. COMPLAINANT stated that Mr. Avery told her that he is an atheist and that he has questions for WITNESS 3 and WITNESS 2. COMPLAINANT informed me that Mr. Avery also told her that he was a previous meth addict and that he wanted to talk to the pastors about meth usage.

COMPLAINANT advised me that she was reporting these incidents to EPD because she was aware that Mr. Avery was involved in previous incidents that were connected to President Wagner. I advised COMPLAINANT to contact EPD if she or any staff members observe Mr. Avery at the Glenn Church on a later date.

I provided COMPLAINANT with the case number for this report.

NARRATIVE 
On Friday, June 3, 2016 at 1614 hours, an anonymous caller told me that James Avery telephoned the Glenn Memorial Church to inform them that he would be attending service on Sunday, June 5, 2016. The caller said Avery introduced himself as the man with the mental health problem on Houston Mill Road. The caller said the service starts at 0930 hours and Avery was known to be disruptive during church services. The caller stated Avery asked for a chaperone to meet with him before the service.

The caller told me that the church would like to request patrols on Sunday morning. I advised the caller that I would tell my supervisor about their request. I disconnected the line and informed Sergeant Randall of the church's request.

NARRATIVE
On Monday, November 27, 2017 at approximately 1313 hours I met with COMPLAINANT, the pastor of the Glenn Memorial Church, in reference to feeling threatened by James Avery. I met with COMPLAINANT in her office, where she advised me that she is feeling unsafe and threatened by the attendance of James Avery at her services.

COMPLAINANT stated that beginning in August of last year she allowed Mr. Avery to attend services. She stated that she was aware of Mr. Avery’s consistently atypical behavior, and always had other parishioners with him to make sure he did not create a problem. COMPLAINANT stated that recently he has been emailing both her and other church members often, and becomes angered when he does not receive an answer, or does not receive the answer he desires. COMPLAINANT provided me with a couple of emails which I scanned and submitted with this report.

COMPLAINANT also informed me that WITNESS at St. Mark’s United Methodist Church criminally trespassed James Avery from that church for concerning behavior. I contacted WITNESS via email and she summarized her church’s dealings with Avery. I scanned and submitted my conversation with WITNESS, as well as a copy of the criminal trespass warning they issued to Avery.

COMPLAINANT informed me that last night, November 26, 2017, she was holding a five o’clock service at Glenn Church. She stated that Mr. Avery stood in the middle of the aisle near the rear of the church filming her as she delivered her sermon.

COMPLAINANT also stated that Mr. Avery has recently come to believe that COMPLAINANT and the church are responsible for the county ordinance violations he received for the signage in his yard on Mason Mill Rd. COMPLAINANT stated that she is aware that Mr. Avery uses methamphetamine, due to his own admission. COMPLAINANT also stated that he cornered a youth in church the other morning while speaking to the juvenile. COMPLAINANT stated that the youth informed her that Mr. Avery did not say anything inappropriate, but COMPLAINANT no longer feels comfortable having Mr. Avery at the church around youth.

COMPLAINANT made it clear that she feels that her safety is threated by his being on the property.

COMPLAINANT stated that she had someone walk her to her car after last night’s service because she believed Mr. Avery would have followed her to her vehicle.

Sgt. Randall was also present for the meeting, and informed COMPLAINANT that we would show a greater police presence at any time she requested. I provided COMPLAINANT with a card and case number

Supplement Narrative 
I spoke with the complainant on 11/28/2017 at 1610 hours. She advised she was concerned with the recent behavior of James Avery when he is attending church at Glenn Memorial United Methodist Church. She had detailed her concerns in this report to Ofc. Massee on 11/27/2017.

She advised Ofc. Massee that another Metro Atlanta Methodist Church, St. Mark, has issued a criminal trespass warning to Avery in the past. COMPLAINANT and I discussed the possibility of a criminal trespass warning prohibiting Avery from attending services at Glenn Memorial. I asked that she send me an email detailing her concerns and expressing her wishes to pursue a criminal trespass warning.

 I received that email on 11/29/2017 at 0950 hours. I discussed the email and COMPLAINANT'S request with Capt. B. Buchtinec and he advised me to meet with Avery and issue an Emory-wide criminal trespass warning. On 11/29/2017 at 1444 hours, Lt. J.Schmahl and I met with James Edward Avery at his home at 1840 Mason Mill Rd., Decatur, GA. Avery was presented with a written criminal trespass warning for all Emory properties. Avery acknowledged receipt of and signed the warning. He was given a copy of the document. The interaction with Avery was documented via mine and Lt. Schmahl's body cameras. Avery also video recorded the contact with him.

 A copy of the criminal trespass warning was uploaded into the other media folder and the original was placed in the criminal trespass warning files in the communications division.

Most of us are familiar with the tales of the reclusive cat lover who died in a locked house or apartment and whose starving cats began to consume her body. Often it is viewed as her just desserts - to be consumed by the animals whose company she valued over human company - and excused as an act of desperation by her pets.

More recently, soldiers in Najaf, Fallujah, Bosnia and other war-torn regions have brought back tales of feral cats eating bodies of the fallen. Some of these veterans have been so disturbed by the sight that they have developed an irrational fear or hatred of friendly pet cats back home.

What is so horrifying about the sight, or even thought, of cats (or dogs) eating dead humans?

CAT THE PET

In cat-keeping countries, cats are viewed as friendly domestic pets whose predatory instincts have been curbed, eliminated or confined to small prey. They also scavenge from bins and unattended plates. While many owners try to deter these behaviours, they are well aware that cats instinctively hunt and are attracted to fresh carrion. This is the acceptable view of cat the predator and scavenger.

Apart from owners of barn cats and those who profit from kitty-mills, most owners view cats as family members. Some owners erroneously scribe human emotions and motives to their cats (anthropomorphism). Quite how cats relate to humans is debated, but they do not regard us as prey. Cats lick us as they would lick other cats, they play with us and they often cuddle up with us to sleep. Those owners who accept their pets as non-human family members with non-human behaviours would, in general, still not want to think of cats eating the flesh of their caregivers.

CAT THE SCAVENGER

Abandoned and feral cats, especially those is war-torn areas, rarely have regular sources of food. They must scavenge whatever sources of food they find - dustbins, handouts and dead bodies (including their own species). Desperate ferals have been seen eating soiled nappies and sanitary napkins as well as bread, fruit and vegetables that cats cannot digest. Some have resorted to eating earth just to assuage their hunger. Post mortems of feral cats have found some to have stomachs full of insects.

Bodies of larger animals pose problems as the domestic cat's jaws are designed for small prey hence they are most likely to tackle the extremities such as fingers and toes. Although cats normally avoid decomposing flesh to avoid food poisoning, cats with no other options will try to eat a dead body that has begun to rot and soften.

At the 1992 American Academy of Forensic Sciences conference in New Orleans, a forensic pathologist stated that individuals living alone sometimes died unexpectedly and unnoticed. He claimed that, in his experience, a pet dog would go for several days before it resorted to eating the owner's body. A pet cat would wait only a day or two. What he didn't mention was that cats are obligate carnivores and, unlike dogs (which are more omnivorous), cats cannot consume other potential foodstuffs that might be lying around the home (fruit, veg, cookies). For a dog, the corpse might be a last resort, but for an obligate carnivore, it may be the first resort

CONCLUSIONS

What makes the thought of cats and dogs eating corpses so horrifying is our inability to reconcile cat-the-pet with cat-the-scavenger at the same time as understanding that our bodies are meat and bone. Despite human technology and culture setting humans apart from "lesser animals", we find it hard that nature treats us all the same after death.

Having sanitised the disposal of our dead, we are shocked at seeing human bodies being consumed by scavengers. We are not shocked at nature documentaries showing scavengers consuming dead beasts, but we are unable to consider a dead human in the same light as a dead antelope.  Most of us want human dead to be treated with dignity, to do otherwise offends our sensibilities.

Even where it is acceptable for scavengers to consume dead human flesh, that practise is made acceptable by rituals. Where consumption by scavengers is not sanctioned by religious beliefs, it is offensive to us.

A PERSONAL VIEW

For my part, I'm not disturbed at the thought of my dead body being consumed by scavengers - after all, my mind and my sense of propriety won't be there to be worried about it. My family, and unrelated well-meaning humans, might be less keen at my remains being treated in what they consider undignified manner. What makes me an individual is my mind, something that will no longer present after death.

Dear Rev. Josh,

I haven't heard anything from your office about a meeting between, you, me, and Rev. Dr. Alice. It was my impression when I left that this meeting was going to happen. Originally I was only wanting an hour minimum with Alice to discuss a concern of mine as it would relate to counseling for my crystal meths addiction from a place such as Pastoral Care Of Georgia.

After running into BJ and observing her behavior when only coming by to drop off two hula hoops I thought would make a clever invitation, reminders, as well as props that could be used during our conversations about set theories and how it relates to ecumenism; I'm not so sure now.

I've since realized that you had interrupted my conversation with Sara your communications director; and maybe wrong in assuming you heard the first part about just an hour minimum with Alice and the topic I wanted to get out of the way first. May not even take an hour.

Well, I've given you enough, from my perspective at least anyway, how I justify me seeking these answers at Glenn Memorial United Methodist Church as my mother is still a member there; as well as older than Bob and Janet Gary. Maybe even still driving her car. Haven't asked. We are no longer talking at my insistence.

Please let me know that you have received this email, at least, as your church is not the only one I've consulted with. They all seem to be having problems with receiving their emails, so some of them have claimed when showing up with a hard copy in person. I'm just assuming Alice is having problems with her emails as well.

I was expecting a prayer. You could have just deleted it without reading it.... if that meeting at Emory Village would never have taken place as well. I consider an email drafted but not sent to be no different.  Or even thought but not drafted.

I asked legit questions in the previous two email regarding whether my mother failed me in continuing taking me to First United Methodist Church of Prescott, Arkansas and about retrieving the two hula hoops. It's not possible. Sounds pretty. But not possible.

And then you need having the personality that's willing to make the effort selflessly realizing Tecumseh wrote this poem at the same time the fledgling U.S. was fighting two wars on two fronts: the war of 1812 on one front and against Tecumseh's coalitions of tribes with British help trying to stop us from taking over their land.  Hope there is no need explaining the hypocrisy here. "The Common Table recognizes that while we do not all share the same beliefs, we all share one
foundational belief: Jesus Christ, Son of the one true God, was born, lived, died and was raised
from the dead that we might live."

Bob Gary, trained in facilitating the reconciliation of factions having divergent views on
important issues within an organization, led our Common Table. Bob is recognized nationally as
a leader in this art, especially among churches. He graciously donated his time and skill for this
task to Glenn. The Common Table acknowledges with heartfelt thanks and affection his work
and guidance, and urges the Church Council and Glenn to recognize his contribution to our
church in this endeavor.

We have grown closer together in this journey through our reflection on what we shared. In spite
of differences of opinion in the Common Table and in the congregation, we members of the
Common Table rejoice in our efforts. Through Bob Gary’s expert combination of modern
psychology and recent theology with Christian teachings of humility and love for one another,
our commitment to listen and disagree respectfully and humbly to our fellow Christians has
grown, and that is a blessing. The Common Table believes that the Church should be a place
where everyone is welcome and everyone is given the unconditional love and acceptance to
which all of God’s children are entitled.

We reached our recommendation because we believe that Jesus’ new commandment “[t]hat you
love one another as I have loved you,” predominates over all other concerns elicited in our
discussions. Loving God and loving neighbor must be our practice, even when honest and
intelligent minds may disagree on lesser issues. On the issue of Paragraph 304.3, or any other,
when we speak or act presumptively, dismissively, or even disparagingly of any viewpoint that is
not our own, we are failing to love our neighbors.

Out of concern for the welfare of all God’s people, and, out of special concern for the people of The United Methodist
Church, we, United Methodist Bishops – retired, believe The United Methodist Church should remove the following
statement from The Book of Discipline (2008):

“…The practice of homosexuality is incompatible with Christian teaching. Therefore self-avowed practicing
homosexuals are not to be certified as candidates, ordained as ministers, or appointed to serve in The United
Methodist Church.” ¶304.3

Closeted pastors, currently called and ordained in our church, living divided lives while offering effective
appreciated ministry.

Bishops caught between care for the Church by reappointing an effective gay or lesbian pastor and care for
the Discipline by charging them under current legislation.

We considered the views of other congregations in our North Georgia Conference and those of
Methodist churches throughout the United States and the world. We also considered whether a
repeal of the provision could impact the national and worldwide Methodist church. We discussed
the fact that ordained Methodist ministers are guaranteed a position as pastor in a church and
whether that factor should be considered relevant to the consideration of the issues raised by the

Josh. I have nothing personal against you at this moment... yet. And this is giving you room for mistakes; being so young. So...in all fairness to me...you really do need giving me some room here for whatever language I'm feeling necessary. Don't blow such a lady's blouse over this. This would be a form of censorship. Is it fair for one's problem to be considered a psychosis when the triggers for his supposedly bipolarism (a medical misnomer) is the survivors/confirmation bias of others.

I'm not about to pay Care and Counseling Center of Georgia $130.00/hour for counseling. However, I'm am willing to allow Emory University providing me with a counselor of their choosing only on the condition I can audiotape these sessions individually as well as comparing these audio taped sessions with copies of note made by counselor collected at each following sessions. 

And I as live alone, no one to concur with at all except a cat, these will be uploaded to my blog for my protection against the congeniality biases of other. 

We all have them. There is no escaping this reality; except to recognize they exist and make every effort confronting them. 

Although just a veterinarian, I have very reasonable insider's reasons for insisting on it being done this way.

I could go on and on and on as to my fairness, but would this matter if your mind is already set; protective of something else?

One more thing, I stopped paying (although I can afford them) the premiums on my health insurance. I am now an avid Obama supporter in violation of OBAMACARE.

BIAS CAN BE REAL AS WELL AS PERNICIOUS WITHOUT BEING LEGALLY ACTIONABLE.
