The purpose of this form is to assist you in filing a civil rights/civil liberties complaint with the Department of
Homeland Security (DHS) Office for Civil Rights and Civil Liberties (CRCL) regarding DHS programs and activities. This form is not intended to be used for complaints about employment with DHS. You are not required to use this form to file a complaint; a letter with the same information is sufficient. However, if you file a complaint by letter, you should include the same information that is requested in the form.
CRCL Mission:
The DHS Office for Civil Rights and Civil Liberties (CRCL) supports the Department as it secures the
nation while preserving individual liberty, fairness, and equality under the law. We investigate claims of
civil rights and civil liberties abuses, to help DHS improve protections and programs.
Do you have a DHS civil rights or civil liberties complaint? If you believe that DHS
personnel or a DHS program or activity has violated your rights, we want to hear from you.

Notes on Confidentiality and Anonymity:
A) You may remain anonymous by not filling in your name, below. However, CRCL may not be able to
investigate your complaint unless you provide enough information to conduct an investigation.
B) Disclosure of the information you provide, including your identity, is on a “need-to-know” basis, and is
discussed in the Privacy Statement at the end of this document. IF YOU CHECK THE BOX BELOW, WE WILL NOT DISCLOSE YOUR IDENTITY TO OTHER OFFICES, IN OR OUT OF DHS (unless it is necessary for investigation of criminal misconduct). This is not exactly a complaint. Not yet anyway.
Late Monday morning of July 20, 2015, I received two visitors to my home, one female and one male, claiming to be representing Homeland Security. Although I did audiotape our conversation (mostly just me doing all the talking), took pictures of these two as they were walking back to their car; only afterwards, did I realize I had not been shown any proof of I.D. by either one of these two. Nor did I think to ask for a business card I now regret.
Only as they were walking back to their car did I remember asking for their names. Officer McCormick? Agent McCormick? Just McCormick? Something like that, was the name given to me by the one who did all of the talking for these two; the other one, the whole time, staying down at the bottom of steps having brought Officer McCormick up to my front doorbell. Because I thought audio taping our conversation more important, did not attempt taking their pictures until after certain they've heard enough; as they were walking back to their car. Therefore, this important piece of our conversation did not get recorded; nor able a good face pic of either one as well.
Mainly just wanting to verify that these two visitors were indeed agents assigned by our Department of Homeland Security investigating this complaint/suspicion involving me; requesting their full names/titles(s); contact information able reaching these two with questions/concerns of mine now having since this unannounced visit by our DHS to my home.

The reason for DHS's visit to my home, supposedly, had to do with a comment having made: right after witnessing yet another disappointing INTERACTIONS CLASS presentation; to an officer having just been hired as extra security for St. Mark United Methodist Church following the recent SCOTUS ruling legalizing same sex marriages nationwide; the morning of June 28th, 2015 as I'm walking out of this church on my way home...frustrated.
This visit...THREE WEEKS...after me having expressed a desire going home and coming back with a...WATER... pistol teaching these sheltered "Faggots" a lesson; to a...POLICE OFFICER...hired as extra security!

And I can't help but find it somewhat fishy, how, Rev. Joshua Noblitt's name seemed to be playing too prominent a role in this complaint..? Do not remember even talking about him to this black female officer. Malcolm X...YES! Martin Luther King and his "I Have A Dream" speech...YES! Civic legislation's having passed shortly afterwards...YES!
But more importantly, I spoke with this black female officer having just been hired by St. Mark UMC as extra security, about the antagonistic/synergistic relationship between these two famously assassinated men of color and the unlikeliness of these legislation's having passed...PEACE(?)FULLY...had it not been for Malcolm X's presence, concurrently, within this huge shadow being cast by Martin Luther King at the time.
That it was my opinion Malcolm X's contribution to our African-American History was being grossly under appreciated.
But why would a Christian, even a colored onel, want to be hearing about this part of their African-American history from a white redneck looking atheist..? Even repeating it..?
It is my understanding, after this visit to my home by two agents claiming to be speaking on behalf of our
Department of Homeland Security, that this black female officer hired as extra security by St. Mark United Methodist Church did not repeat any of this.
It should be pretty obvious by now; the very second me hearing Rev. Joshua Noblitt's name coming from agents sent to my home supposedly in the interest of Homeland Security, this unannounced/unexpected visit, did in fact set off another trigger!
