Infamous shouting man receives $10K fine, jail time for yard signs

DECATUR, GA (CBS46) -
His name is James Avery and he's got a lot to say.
The only problem is, no one wants to hear it.
"Our property values have plummeted because of this guy. Nobody wants to live in a neighborhood where this is going on," said neighbor Charles Bliss.
As far back as 2011, neighbors say Avery has been posting signs in his yard every day and cursing at drivers from his house on Mason Mill Road. The messages on the signs range from confusing, to downright offensive.
Neighbors say most people try to avoid the area if they can.
"Because they know that once they walk up there, they're going to have to walk past that. The vulgar signs, the swearing at the cars, the yelling profanities," said neighbor Ron Mihelic.
There's also concern that when cars stop to read the signs on the sharp curve, it creates a dangerous situation.
For a while, neighbors thought they were stuck with a hopeless free speech issue, but then they got an idea. DeKalb County has laws restricting the number of signs a person can have in their yard to 24 square feet, which Avery clearly violates.
Avery spoke to the CBS46 crew with incomplete sentences, mostly shouting unintelligible gibberish. Our cameras were rolling as code enforcement officers stopped by the house to take measurements. They appeared to be also checking the distance each sign stood from the road.
At this point the man is getting cited on almost a daily basis, and yet, the shouting and dancing routines continue. CBS46 wanted to get answers for the neighbors on this street, so we asked the county commissioner of this district why there haven't been more results.
"Our code enforcement system is designed to deal with rational situations. This does not necessarily have all the features of a rational situation," said Commissioner Jeff Rader from DeKalb County District 2.
There were questions about Avery's mental health and it created delays, but he's recently been declared competent to stand trial.
"You can't just completely ignore the law. Eventually there will be criminal penalties associated with that and he could lose his freedom," said Rader.
Neighbors are less hopeful.
Mihelic thinks fines are not going to be good enough.
"To him, money is not really an object. I'm not sure what it costs for him to live, but he'll pay the fine and keep on doing what he's doing because to him, this is what's important."
Charles Bliss said he feels like a hostage, unable to sell his house to get away.
"We even had a contract to buy and the people backed out specifically because, as they said, who would deliberately move next to a crazy person?"
At a trial for his yard sign violations held Friday, January 20, neighbors tell CBS46 Avery was ordered by a judge to pay $10,000 in fines, with 5 years probation, the first week of which will be spent in jail.

Everything I'm doing out by the street on sidewalk my stretch of property is nothing more than gimmicks making it impossible of me being ignored/dismissed so easily by others; most especially by the culturally arrogant progressive elitists of Emory. After those two weeks of inconsolable rage having been so easily involuntarily committed to Georgia Regional Hospital by my 80 years old rural Arkansan Methodist mother with the help of my big sister, in addition to the perniciousness and prevarications retired minister Bob Gary along with his wife Janet and their children Bert, Susan, Bill, Ted stood by and allow to grow, even help fan, there is no such thing as stage fright anymore.

As we must first be introduced to God before being aware of God. As I was born into First United Methodist Church of Prescott Arkansas population 4000. Helped raised by that church right up until graduating Prescott High School. As stuff put into our heads when children never really goes away. I'm only realizing recently as an adult, although I label myself radical Atheist, that I have always been and forever always will be Methodist until the day I die no less than Jesus ever stopped being a Jew. That one can be both Atheist and Methodist (in this case "Methodist Fag" as it's still in their book of disciplines that self-avowed practicing homosexuals cannot become ordained Methodist ministers), while at the same time, refusing labeling oneself a Christian as the word Christian tells you absolutely nothing about anyone. Now if others want to label me a Christian for whatever reasons of their own, they are more than welcome to do so. But let's be honest with ourselves; this isn't how it works...is it?
As the United Methodist Church had the first eighteen years of my life, the most impressionable years of my life, I expect of them at least, excepting some responsibility of failing me as a child if they are going to fault me in any way as Atheist Fag Crystal Meths Addict man I am today.
It's getting late, and I'm getting tired. So I'm just going to sign off with my understanding of John 5:30
We can of our own selves do nothing: as we sense, we judge: and our judgement is just; not because we seek the will of our own the the will of the collective unconsciousness which cometh before us.
To me, this is nothing more than determinism; every extension of knowledge the results of first making the conscious the unconscious.
Leaving intentions left over creating the realities.
If there is one thing I am certain about, it's not me who's not doing the right things as it relates to inappropriate signage 1840 Mason Mill Road.

This is hilarious and sad. This idiot get jail time, AND a 10000 fine - in Dekalb County. In Fulton County, we can't even get out judges to keep FELONS IN jail.

I used to have a neighbor like that named Glen and his wife Cindy. Dope smoking pot heads who must have stayed up nights thinking of ways to aggrivate me. Ended in getting his frivilous federal law suit of harrassment tossed out of court and he was ordered to sell his house and move.He will never know how close he came to being killed by me.
